why would someone watch a cut version?

Sometimes edited for TV versions feature footage not seen in the normal cut even if it is tone down specific content for television broadcasting.

and are there scenes not in the other versions?

I’ve seen edited for TV versions include deleted scenes for timing. Jaws has aired with some additional scenes. A couple years ago I even combined the DVD of The Little Rascals with a TV airing I captured since the TV airing featured deleted scenes not available on video.

As for the Blade Runner TV version I can’t comment on it since I haven’t seen it which is likely the reason the original poster is seeking it out as well.
