In the crawl they establish that Palp’s made a broadcast and everyone knows about it. Later, we are with the resistance after they get intel from THE MOLE IN THE FIRST ORDER about Palp being alive.

Once they get that intel, then they are all surprised that Palp’s is alive. So even in the first what, 20 minutes the movie contradicts itself? It’s like there is a movie that has a opening message that “Famous Business Man Dies From a Robbery and the Whole Town is In Mourning.” We then go into the movie and everyone is happy and going about their business until 20 minutes later a news report comes on the television that the Business man is murdered and everyone is so surprised.
