Unless someone has the script to the new film, I don’t think anyone could know what could be cut while not impacting the Rise of Skywalker, other than the obvious Luke and Leia fates. I don’t know if you could make a film that feels like JJ Abrams Star Wars from Rian Johnson’s Star Wars. They’re two completely different beasts.
