NTSC 720x480 and PAL 720x576 aren't perfect 4:3 aspect ratios, if you want to calculate conversion of letterbox to anamorphic, PAL or NTSC you can either get a calculator out and use the values on this page: http://www.iki.fi/znark/video/conversion/

or use my aspect ratio calculator tool which uses those values: ARCT
