Obviously, the bluray will give you a much better look at what’s been done here.
It looks like different areas of the background have been affected in different ways. The center background moves normally at first, then moves in reverse after the foreground person passes by, then freezes for the rest of the shot. The left and right backgrounds are static at first, then start moving as the foreground person passes by.
