That’s fair, although I’d argue the time of day appears wrong in both placements. The council scene already has an overcast early evening thing going on and the sun continues to set throughout the next few scenes. The Seeds of Rebellion scene has a bright morning look as you said. If we’re going purely on time of day, I think the most logical place would be after the new placement of the “Plot to destroy the Jedi” scene and before the scene where Anakin misses a briefing.

For what it’s worth, the original graphic novel adaptation places it between “The Chancellor’s request” and the council scene.
