I think you’re right that it would slow things down, but I’d have to see it in the context of the movie to know if it’s too much. Honestly I think if you take out the Palpatine office scene, the seeds of rebellion scenes as a whole feel superfluous, and I wouldn’t want to see those go because Padme’s character would be underserved as in the theatrical.

The only other option I can see is to break Obi-Wan’s adventure on Utapau in two, so the ordering would go something like this.

[Wookiee battle] > [Anakin and Obi-Wan make up] > [Anakin and Padmé in apartment] > [Obi-Wan arrives on Utapau, up until the shot of him hooded, stepping into the shadows] > [Sunset Palpatine office scene] > [Obi-Wan arrives on Utapau part 2, begins with the establishing shot of the complex where the separatists are meeting]
