Maul is on Naboo killing Jedi, whilst the Queen is trying to save Naboo. The two scenes compliment eachother, and shows us how darkness is growing and Naboo falling just whilst she is speaking of it.
I guess the disconnect comes from the fact that they’re discussing the invasion, not the Sith. If you had footage of the TF doing bad things, then I could understand.
They are discussing the invasion, which is caused by the Federation who are in co-operation with the Sith. I think you’re missing the point. The scenes compliment eachother because Amidala discuss the crisis of her planet, in which - at the same time - we show what is going on at the planet.
The problem is that the scene doesn’t show the people suffering, it shows the Sith returning. The only person dying is some Jedi, i.e. not of the Naboo.
That is because the suffering is taking part during the opening of the movie and after that there is little to no footage more to work with, and when we come back to Naboo during this hearing we now see how even more hopeless they are, because this time not even the Jedi can help them.
