I would say that Palpatine's becoming Chancellor is fairly expendable. If I was making an edit along the lines of Farsight's, I would probably leave something of that scenario intact, but it's not nearly as vital as when he manipulates Jar-Jar to give him emergency powers. That's technically when he starts his path to becoming "surpreme ruler". By comparison, him simply becoming Chancellor is useless exposition that didn't need a movie to be explained.
