It's PAL-M, which is compatible with PAL and NTSC but dosen't show the colors correctly. If I plug a PAL-M tv on a NTSC device, you will be able to see the images, but the colors will be in a green/purple tone, or in b&w.

Nowadays, most TVs, VCRs and DVD players have automatic coversors between NTSC and PAL-M, so this isn't an issue anymore. You can send it in PAL or NTSC and I'll be able to watch it. Now that I think about it, better make it NTSC. There are other PAL formats, and I'm not sure PAL-M is compatible with all of them.
