Well, a TBC is really mainly required for VHS/SVHS and so on, most laserdisc players have a competent TBC (Time Base Corrector) built in.
I'm not sure what is available at the budget end of the spectrum. I remember building one when I was a kid (though it was a line TBC, that newfangled frame stuff didn't exist then)

A lot of TBCs out there can mess with the video in different ways, so it pays to do your research and decide what features you want.
A TBC won't fix problems recording into the tape, but it really makes it a lot easier to get a rock solid capture every time.
I'd go over to doom9 or somewhere similar and ask guys what they are using and why.

Thanks again Laserman. I'll check the site that Doctor M (thank you as well) posted. I'm only capturing the video from Laserdisc, so I may not need a TBC if I can use the filters of VirtualDub effectively. The two or three major obstacles I have are: I only have the DC LD's (Leia footage intact), NTSC, and I'm capturing with a DV capture device (Canopus ADVC-100). I also have a WinFast TV2000 Expert Card, so I may try to do some comparison. I really like the ADVC-100 because I don't have to worry about the audio being out of sync. I just wished it captured in raw AVI instead of just DV.

The only VHS I plan on capturing is just the missing sound effects of the snowspeeder spinning out of control and exploding in ESB. Sorry, I know I have mentioned that one a lot. Those sound effects are unfortunately missing on every THX source that I have seen. I don't have the Faces LD's, but I do have the Faces Widescreen VHS and the aforementioned DC LD's and those sounds are missing on both. I have the widescreen SE VHS set, so I will grab those sounds from that.
