He wasn’t “still allowed”. The information barring him from purchasing guns was never submitted to the proper authorities where it would have shown up on any background check.

Air Force, whatever agency should have reported his Federal conviction for domestic assault, something tells me being in and especially escaping a mental hospital should probably keep one from buying guns so I bet that was not properly reported by whomever should have reported it. Multiple entities failed.
