I use https://www.videohelp.com/software/multiAVCHD. It let’s you do basic menus, add video files, alternate audio tracks, set chapters etc. Then burn the output to BD-25 or BD-50 discs with http://www.imgburn.com/. Just make sure that in Imgburn you ensure the disc format is UDF 2.5 in order for it to be read properly in a blu ray player.
