I actually thought the Frankenstein walk was a nice little nod by Lucas and perfectly fitting.
The Emperor has taken a "dead man", rebuilt him from various parts and revived him. The biggest difference between the Frankenstein story and the EP3 one is that Dr. Frankenstein did not intend to create a monster, the Emperor did.

However, I have to agree that the "Noooooooo" could have been done in any number of far better ways.
