Sidious is faster, has mastered ALL seven forms of Lightsaber combat, is capable of conjuring Force Lightning that can turn foes to ashes. The Emperor also knows more Dark Side abilities and is more proficient at the powers they do share minus telepathy.
To your point about tutaminis…Vader can’t use tutaminis to absorb or redirect Force Lightning due to his suit. I’m not sure where you got that from.
