no, it's that your TV's picture tube crops off between 10% to 20% of the image. All TV's do it, and broadcast video is corrected for this.
Computer monitors are matchboxed to fit the screen edges exactly.

What annoys me is when stations have shows in 1.78:1 but letterbox for 4x3 broadcast, and when that show has any 4x3 video, they letterbox THAT, matchboxing 4x3 video with a black border all around.
