Remember the cop has to see the driver through the sometimes tinted windows of a moving car(unless the windows are down or we are talking about a convertible). Sometimes this would need to be done at night.

I was trying to quote Warbler’s post and was laughing at how silly it is. Anyone who’s ever driven a car knows how easy it is to look at people in other vehicles.
