breast on female = private part
display of private part = nudity
nudity not appropriate in public area, unless area is zoned for nudity.
Breasts shouldn’t even be considered “private parts”. Men can go around topless, so why can’t women? 'Cause extra fatty deposits?
Because men and women are different.

So was women staying home to cook, clean, and handle the tots while men went out to win the bread.
Go the average public pool, womens’ breasts are covered and mens’ aren’t.
That’s the problem.
Well go try and get that changed. I am just using the common definition of nudity. For women, that includes the breasts.
