breast on female = private part
display of private part = nudity
nudity not appropriate in public area, unless area is zoned for nudity.
Breasts shouldn’t even be considered “private parts”. Men can go around topless, so why can’t women? 'Cause extra fatty deposits? By that standard, chubby men shouldn’t go around topless, either.
