If a movie is part 2 of a story, ok fine. If Luke was black in ESB, that wouldn’t make sense. But otherwise, there is absolutely no reason Luke couldn’t be black in a remake. Because there was no reason he had to be white in the original.
Star Wars isn’t an adaption of a comic book.

And somehow, I don’t think it would work any better than a female Starbuck.
Neither one, on their own, are doomed to not work. All that matters is the execution.
