I’m inclined to think it was the former. The picture quality isn’t all that great for the deleted footage and has not been restored. Seems like a lot of work to go and get the original elements, edit them so they are frame accurate to the TV cut, but present them in SD with no restoration.

In the making of featurette on the Donner Cut, Michael Thau is showing Donner the “Power of Three” deleted scene. You don’t see it but they mention they would have to fix the crappy effect when they break through into the fortress. If the clip was made from the original elements, back to the negative like the rest of the footage, wouldn’t there be no effect?
