Yes, it has been repealed. Unfortunately it exists elsewhere (don't have a list), and it's also being espoused by the UN Convention on Illicit Trafficking in Small Arms (otherwise known as: Disarm law abiding citizens and put them at the mercy of their tyrannical governments).
