It’s a non-anamorphic, letterboxed (black bars added to the video frame to make it fit a 4:3 ratio) DVD release of a previous laserdisc transfer. It has motion smearing (frames bleed into each other), severe color fading, extremely low resolution (see aforementioned letterboxing), poor sound quality, and aliasing (pixelly edges on curved objects)… among other things.

It’s decent if you compare it to VHS, but that’s about it. When trying to restore bluray quality footage to a non-SE state, GOUT footage stands out because it’s much lower quality. It’s not unwatchable; it’s just not a preferred source for footage when better sources are available for the project.

And Harmy basically was just now saying that, up until very recently, there were not better sources than the GOUT for specific non-SE scenes in the movie Star Wars.
