If the lax attitude towards enforcement supposedly encourages more illegal immigration, why has it been on the decline in recent years?
You can so me what numbers you like, but it is a fact that when people see others break the rules and get away with it, it can encourage them to do the same. Tell me, you ever see someone break a rule at work and then when nothing happens to him/her others decide to break the same rule and then soon the rule becomes meaningless? I have.
