The problem with scheduling more classes and whatnot is that High School has a fixed number of class periods. You could take classes instead of study halls and take summer school pretty easily, but those are really the only ways to do it. High school doesn't offer night classes and the like.
Over here you can not do that, at least no in the highschool I attended. They scheduled the classes for you (except for extra-curricular classes), and there was nothing you could do about it. Only in college I was able to schedule my own classes.
