No, Tarkin is definitely integral to the story of the Death Star and his role in the film was great if you don’t get hung up on the CG or voice.
Why do you feel this way? The only dramatic thing Tarkin did in the entire movie was to come and take Krennic’s command away from him. Everything else he did on screen was pointless filler.
He ordered the total destruction of an Imperial base, with lots of personnel still inside. That’s not dramatic enough for you?
