The first Act is probably about 50% - 70% re-shoot and the Planet Wobani was added very Late in editing.

It would seem that Wobani was originally on Jedha and the shot of K2-SO saying “The Captain say’s you are a friend I will not kill you” go together in an edit Bin that was scrapped.

Jyn aboard the transport being rescued was resurrected from the cut’s and Wobani was created in place of an old version of Jedha and Jyn being rescued there.

That is all we can figure out at the momment until more information becomes available. It is still guesswork at the moment but educated guesswork.
