My guess is that billy dee williams refused to lose weight for what would probably be a minor role. JJ probably don’t want him coming back overweight either. Or perhaps he’s never even been asked back for some reason.

I don’t buy the overweight answer. Billy Dee lost all his fat by doing Dancing with the Stars so that shouldn’t be a problem (not to mention Williams’s star power has only increased since '83, see https://www.youtube.com/watch?v=gXL2aONbh1g). The real reason he’s not in the ST is because Lando died escaping the Death Star II explosion at the end of ROTJ.
Probably keeping him under wraps for a surprise. (If they could sneak Jimmy Smits onto the Rogue One set.) I’d want Lando to have an important role to play, not just a cameo for the sake of “Hey kids! It’s Lando!”. We had enough of that with Boba Fett already. 😉

So they couldn’t kill Han Solo so they decided to kill the only black character in the series at the time? Glad they didn’t get to.
This reminds me of the dumb theory I made up before TFA to explaind why Billy wasn’t going to be in it.
The theory went that Han, after ROTJ, let Lando have the Falcon, having settled down with Leia and no longer needing it. Then, the “we’re home” moment in the trailer was him getting it back after Lando’s apparent demise.
Needless to say, I was (very happily) wrong.
