As SilverWook brought up in the other threads Hutts are immune to mind tricks. Very poor point.
But that’s not in the movie either, so it’s the same as saying “it took Luke 4 years to learn how to force pull.” All we know from the movie is that Jabba realizes that Luke is trying to trick him and is familiar with the mind trick thing.
JEDIT- I’m not trying to play defense or offense for anybody, just pointing this out.
From the movie, yes. From canon, no. Hutts and whatever Watto is have an immunity to Force Persuasion or any type of mind altering Force Abilities. But then again who’s to say that George didn’t invent the Hutts to be resistant to mind tricks?
EDIT:
As Frink said mind tricks only work on weak willed individuals meaning that even discarding the fact that Hutt’s are resistant to mind tricks there is an inherent flaw in the ability so Luke not being able to use it on Jabba is not a failing of his making. It’s still a bad point nonetheless.
