As a freelance graphic artist, I use Adobe Illustrator and Photoshop (which sadly aren’t free, although easily available as cracked versions).
The obvious (and well-famed) free alternative to both would be Gimp, Paint.NET, and I also read good things about Inkscape and Gravit. Apparently, all of these can use the .EPS file format, natively or with a plugin at worst.
The editable PDFs should be editable with Adobe Acrobat DC (not the free version either), I never tested them on any other free PDF-editing software.
As for a software specifically for designing disc labels, Canon’s free CD-LabelPrint is apparently very well-made.
