Reframing a 4X3 movie to anamorphic 16X9

Hey, I know ADM's guide shows how to convert a 4X3 movie into an anamorphic 16X9 movie, but what I need to do is slightly different. 

I want to place black bars on the picture and reframe every shot in order to keep the pictural composition pleasing and THEN make it anamophic.  What are the steps and programs to do this, in order to have the least recompression and keep mostly the same video quality?

I don't get how you can put a 4X3 movie in a 16X9 setting and still be able to mask and reposition the frame. What are the settings to check and or what properties to give the project?

I work with Sony Vegas. I know how tedious it is: I've been doing this by masking the 4X3 image with black bars, exporting it, and then making it anamorphic. However, I think there would be less quality loss (due to the constant reencoding, converting, etc.) if I readjusted the framing directly in a 16X9 project. I just can't figure out which settings to use or check.

oh yes.  In your project settings, change it to widescreen.

There is a button for this at the top left and you can also find this under FILE.  Once you have changed the aspect settings, you video will appear pillarboxed in your preview window.  If you right click on your video clip and choose the pan/crop tool it will open a window.  right click on the preview here and choose SET TO OUTPUT.  this will crop some of the image to 16x9.  you can move the window to where you want it framed.

Thanks I tried it and it seems to work fine.

By the way, do you have any idea why I can't seem to be able to create an inverse telecined m2v file with TmpgEnc?
