How can you make custom DVD Menus?

For my transfer of the OT on DVD using Sony Click to DVD, the only menus one is allowed to use, are the ones already given by Sony.
Most of you can make such great custom menus, and I was wondering what programs you can use to make the menu yourself. Thanks,

I use Adobe Encore and Photoshop. Others here use TMPGEnc. I haven't used TMPGEnc yet, so I can't speak to its features.

On Mac, you can do great DVD menus (even animated menus) with iDVD, or others Pro Apps...

TMPGEnc DVD Author allows you to use .bmp or .jpg still images or you can use .mpg files for moving backgrounds.

Generally I like to use DVD Studio Pro for authoring. But when it comes to making the menus it's a combination of After Effects, Photoshop, Final Cut, and Protools. I then compress that with Compressor and turn the audio into AC3 using APack.

I work on a Mac though and I know a lot of people around these parts don't.
