CCE and TMPGEnc Plus?

hi guys just wondering which encoder is better and why,i have been reading alot about CCE,and this sounds good(however i never used this)i have been using TMPGEnc Plus on everything i have been doing,i messed with ProCoder a little bit and this looks pretty good to.
so any info on the above would be great,and also what is the latest version of CCE?

I know it must be a coincidence, but CCE the name of an electronics manufacturer in Brazil with a huge fame for producing crappy products that break up easily...
