This was present on the Empire Strikes Back VHS tape I rented in early 1986, which I have always assumed was the initial 1984 VHS release. It was just tacked on after the end of the movie, kind of a cool surprise!
As for its origins, it seems like a theatrical re-release trailer but I don’t actually know.
