OK, so first off while i agree a build up to the puppet master would be cool, as already stated, its to late.
But the Emperor was built up:
- only mentioned in ANH (… well… okay… also in R1… happy ? 😉)
- only 50 seconds of hologram in ESB
- and there he finally shows up in ROTJ
(more or less what also happened on the PT)
