Because Windows Vista is considered a particularly bad operating system in tech circles. And he can’t move because he’s scared, I guess.
I would think Windows 8 would fit more here.

Also, the general consensus is every other Windows OS sucks. 95 sucked; 98(SE) was good; Millennium sucked; XP was good; Vista sucked; 7 was good; 8 sucked; 10 is good.
But of those, Millennium and Vista are particularly bad. 8’s UI might have been horrible, but Millennium and Vista were resource hogs and frequently unstable.

I also don’t remember Vista sucking, but that is probably because I never used it, I went right from XP to Windows 7
There is a reason for that. Vista was basically what amounts to a retail open beta for 7. That’s not an exaggeration. I’ve read articles detailing the development history of why Vista is objectively broken and extremely similar to 7.
Happened to 9?
Word is that Microsoft wanted to distance 10 from 8. They didn’t want people to assume 10 was the next logical step from 8, but a new idea entirely, so they skipped 9. Apparently the #'s “7”, “8” and “10” don’t mean anything. They’re just numerical names akin to using “XP”.
