No, this shot is the first shot in the film after the opening flyover sequence, I think you mistook it for the later transitional shot to Tatooine, I recall the audio was a little wonky around that point in the older releases. Might sound that way due to the frames that went missing there.

of the screen during some of the optical shots..
like the leia hologram and lightsaber shots..
this goes on for the duration of the whole scenes..
is that on any of the laserdisc/vhs releases?

This space for rentI think I already explained this, but here it is again: From the looks of it, the frame lines of the live-action footage and the optical passes were not identical, and the bright edges from one of the elements (possibly the positive matte pass, the one with a black matte on white) were burned into the composites.
On most optical-composite frames you've shown us, it's just a white outline. However, in some of the shots with backlit elements, it's a glow, suggesting light seepage from the backlight pass. Perhaps the black area of the Kodalith didn't go all the way to the frame edge, and the light spilled around the edges. Again, in the optical compositing this would have been "burned in" to the image along with the lightsaber blade or lightning or whatever. This happens in the lightsaber training, and when the Jawas knock out R2 with their electrical weapon.
Normally, this stuff around the edges would not be seen since it's right at the frame line. However, you can see the glowing edge garbage in the saber training scenes in the Japanese Special Collection transfer (since it seems to have the most vertical picture info, at least in some parts), and you can see a weird blue blob in the bottom left corner of one of the shots of R2 and the lightning in multiple versions, including the GOUT.

The Ben Burtt story mentioned earlier in the thread was as zombie84 suggested, just a workprint. Ask Burtt about the story at Celebration VI, he was unfamiliar with the Tantive Orange Items from the description I provided. Asked a few other people but no one was familiar. Most of the people there were from other disciplines. (model makers get most of the attention) Probably need to chat with one of the editors or later on LD/VHS production people.

Interesting, he told me there were no orange marks on that version. That source also has the "cloudless" Yavin X-wings composite.
If it's the same transfer as the German "Silver Screen" letterboxed LD, it cuts to a different (and considerably inferior) print during the Greedo scene, presumably because the main source had the burned-in English subtitles.
The Greedo scene looked fine on the Technidisc, but I don't know if it was dropped in from the JSC/SWE transfer, or if they had found the same source used for the GOUT by then. (The German letterbox transfer was done in 1989, I believe. Replacing the German crawl and credits with the French ones would have just been a matter of video editing - and I'm betting that the master film source had them in English anyways.)
