I think I have this version. I got it from Ebay about a year ago. It is a special edition PAL version in 16:9 anamorphic widescreen (it was actually broadcasted via DVB in this format, so it is not upscaled) with german 5.1 and english 2.0 sound. The quality is absoluty brilliant, very near to "real" DVDs.
It is definitely better than any laserdisc transfer could be, and is the ultimate version of the 1997 SE you can posses right now.
